Quest, Forge, Referral, and Spawn Fixes

- Fixed the Forge Dust-limit display for CipSoft clients: opening the Forge and buying a +20 limit upgrade now refresh the actual character cap correctly instead of showing Maximum Reached or jumping by hundreds. - Referral status and milestone claims now use each server's actual world ID, so rewards work correctly on Morgar, Virelia, and Trialera. - Grimvale's The Curse Spreads and Foxtail progression now includes Daniel Steelsoul and Milos dialogue, the missing note chests, recognition of all four notes, and Sinclair's alchemical apparatus sequence. - Feroxa's entrance now opens only while the event is active, leads through the waiting room, closes during inactive stages, and guards the final transition against duplicate Feroxa spawns. A merchant in the waiting area sells closed silvered traps. - Added 155 spawn placements for Crape Men, Rhindeer, Liodiles, Mitmah Scouts, Mitmah Seers, Boar Men, and Carnivostriches while preserving the existing world spawns.
