OTC: Market slider and Wheel of Destiny fixes

Market: dragging the quantity slider now works smoothly, including small item quantities and Coin packs. Wheel of Destiny: fixed loading and applying saved presets. Switching presets preserves your other saved wheels and uses your current available promotion points. Apply and OK now enable when the selected wheel differs from your active wheel. Fixed blank Conviction perk descriptions in the Selection and Information panels, along with affected gem-vessel text. Close and reopen OTC to install the update. No server restart is needed.
