OTC: Familiar chat and arrow-key defaults

New OTC settings now start with Chat On and Enter to disable chat turned off. Type directly into chat; Enter sends your message and keeps chat open. Fixed arrow-key movement while the chat input is focused. Ctrl+arrow turning and Shift+Up/Down message history remain available. Existing saved preferences are preserved. To use this setup on an existing installation, open Options > Controls, uncheck Enter to disable chat, and select Chat On beside the chat input. WASD and temporary chat remain available for players who prefer them. Close and reopen OTC to install the update. No server restart is needed.
